DR. SHRIKANT EKNATH SHINDE (KALYAN): Madam, I wish to bring to the notice of this august House, a very burning issue faced by Mumbai suburban rail passengers these days. There have been recurring incidents of Mumbai suburban rail service disruptions including yesterday’s incident, which led to a huge outcry of commuters at Titwala station. Commuters were angry and frustrated. They took to tracks and did rail roko. Similar incident took place at Diva station last year. Services of the Central Railways have been badly affected for the past many days due to various reasons such as rail fractures, fault in overhead wires and pantograph failure on Mumbai suburban section. Madam, 13 incidents have taken place in the last month. Therefore, patience of commuters are running out and unfortunately the attitude of Railway officials is one of apathy.
As mentioned above, recurring technical fault is taking place, which I can understand because of the winter season but frequency of such incidents and other consequences are something the Railways need to look into on an urgent basis. One of the major concerns is that the technical and personnel norms are common for pan India basis and they have not been updated in a while. It is also felt that considering the pressure, there have to be separate norms for Mumbai suburban railway stations and also all over India. For example, on Mumbai suburban where rail passes every four minutes, and in the case of pan India, train passes every half an hour. The number of gang men and the area they cover cannot be the same all over India. Therefore, I urge the hon. Railway Minister to look into this matter and appoint an Expert Committee to review the norms so that recurring incidents of system failure may be avoided. I would also request the Railway Minister to expedite the work of Thakurli terminus. … (Interruptions)

श्रीमती विजया चक्रवर्ती (गुवाहाटी) : अध्यक्ष महोदया, मैं एलीफेंट किलिंग जैसे महत्वपूर्ण मुद्दे को सदन में उठाना चाहती हूं, लेकिन इसके पहले मैं एक बात जरूर कहना चाहती हूं कि आज जो माननीय सदस्य मोदी-मोदी नाम लेकर सदन में बोल रहे हैं, आप संस्कृति स्कोलर हैं। आप जानती हैं कि शब्द ‘ब्रह्म’ होता है। मोदी जी का जितनी बार नाम ले रहे हैं, मोदी जी का जीवन भी उतना लम्बा हो रहा है और उनका कर्म भी बड़ा हो रहा है। I want to raise the issue of elephant killing in Assam, in general, and in my constituency, specially. When the elephants cross the railway track in fog, they get killed brutally. Last week in my constituency, seven wild elephants were killed. This process is going on. Elephant is a dwindling species. Lots of deforestation is taking place. During the last Congress regime, it has destroyed forests like anything. Assam is left with only 25 percent forest cover because of Congress. Now, I would like to request, through you, Madam, the hon. Railway Minister to save elephants when they cross over to the railway tracks in search of proper food from nearby villages. But there has to be proper protection in railway lines. More Guards should be recruited to guard the elephant corridors so that elephants are not killed. माननीय अध्यक्ष :

DR. UDIT RAJ (NORTH WEST DELHI): It has now become fashionable for bureaucrats and officials in public sector organizations to remain unreachable to Members of Parliament, even when multiple calls and messages are sent to their mobiles and landlines. For the last 20 days, I have been trying to reach the CMD of a defence sector PSU but to no avail. An lAS officer working as the Private Secretary to a Cabinet Minister pays scant regard to calls from MPs. I have brought both these instances to the attention of the concerned Ministers. Such activities are not only a breach of protocol and DOPT instructions but are also a clear affront to the dignity of the House and the people we represent. Such instance should not be taken lightly and instructions should be issued to the executive with clear provisions to deal with such violations.

श्री हरि मांझी (गया) ः मेरा संसदीय क्षेत्र गया (बिहार) पर्यटन की दृष्टि से विश्व का धार्मिक एवं सांस्कृतिक तथा एक महत्वपूर्ण ऐतिहासिक शहर है। जहाँ पर देश-विदेश से लाखों की संख्या में पर्यटक बोध गया एवं विष्णुपद दर्शन के लिए आते-जाते रहते हैं, साथ ही साथ विशिष्ट लोगों का भी आना-जाना लगा रहता है, जिसके कारण शहर में आये दिन ट्रैफिक जाम की समस्या लगी रहती है, जिससे आम लोगों के साथ-साथ स्कूली बच्चों, मज़दूरों को भारी दिक्कतों का सामना करना पड़ता है। विदित है कि गया शहर में एक भी फ्लाई ओवर के नहीं रहने के कारण जगह-जगह पर जाम की स्थिति बनी रहती है।
अतः मैं माननीय मंत्री जी से मांग करता हूँ कि गया शहर में अविलम्ब फ्लाई ओवर का निर्माण करवाने की कृपा की जाये।

श्री लक्ष्मण गिलुवा (सिंहभूम) ः मेरे संसदीय क्षेत्र सिंहभूम प्रमंडल में डाकघरों की संख्या आवश्यकता के अनुपात में काफी कम है जिसके कारण कोल्हान प्रमंडल में रहने वाले लोगों को विशेषकर जनजाति के लोगों को डाक सेवाओं संबंधी कार्यों में कई परेशानियां हो रही हैं। कोल्हान प्रमंडल के अंतर्गत केवल जमशेदपुर डाक डिवीजन है जो मेरे संसदीय क्षेत्र में पड़ने वाले तीन जिलों पूर्वी सिंहभूम, पश्चिम सिंहभूम एवं सराईकेला-खरसवा में डाक संबंधी कार्य को संचालित करता है। उपर्युक्त तीन जिलों के वृहत् क्षेत्र में एक मात्र जमशेदपुर डाक डिवीजन कार्यालय होने की वजह से डाक संबंधी कार्य बेहतर एवं सुचारू रूप से संचालित नहीं हो पा रहे हैं क्योंकि इसके अधीन सैंकड़ों उप-डाकघर एवं शाखा-डाकघर संचालित हैं।
अतः मेरा सरकार से अनुरोध है कि डाक संबंधी सेवाओं के सुचारू रूप से संचालन हेतु कोल्हान प्रमंडल में स्थित एकमात्र डाकघर डिवीजन को विभाजित कर चाईबासा, जिला पश्चिम सिंहभूम में एक अतिरिक्त डिवीजन स्थापित किया जाए जिससे डाक कार्य को उपरोक्त क्षेत्रों में तीव्रता एवं सुविधा मिलेगी, इसके साथ ही साथ डाक विभाग के कार्य में सुगमता आएगी जो लाखों ग्रामीणों को लाभान्वित करेगा।

श्री प्रहलाद सिंह पटेल (दमोह) ः मेरे दमोह लोक सभा क्षेत्रान्तर्गत निम्न तीन योजनायें वन एवं पर्यावरण मंत्रालय, भारत सरकार से अनुमति न मिलने के कारण विगत लम्बे समय से लंबित है, जिससे विषम परिस्थिति उत्पन्न हो रही है। इसमें दमोह जिला अन्तर्गत ग्राम बालाकोट से ग्राम मनका तक लगभग 3 किलोमीटर के मार्ग में फारेस्ट क्लीयरेंस न होने के कारण सड़क निर्माण नहीं हो पा रहा है जिससे क्षेत्रीय लोगों को लगभग 50 किलोमीटर अधिक की दूरी तय कर आवागमन करना पड़ रहा है तथा दमोह विधान सभा से जबेरा विधान सभा में जाने में अधिक दूरी व समय लगता है। दूसरा निरन्दपुर जलाशय परियोजना, जिला सागर के प्रकरण में भारत सरकार की औपचारिक स्वीकृति दिनांक 11.07.1992 को पुनर्जीवित करने हेतु प्रस्ताव मध्य प्रदेश शासन द्वारा भारत सरकार के पास दिनांक 11.01.2016 को प्रेषित किया गया है, जिस पर स्वीकृति अभी अपेक्षित है, जिससे यह परियोजना विगत लम्बे समय से लंबित है तथा सागर जिला अंतर्गत ही झमारा से रमपुरा-हाड़ीकाट-आमापानी-सरसला निर्माणाधान मार्ग में नौरादेही वन अभ्यारण्य का क्षेत्र आने से कार्य रूका हुआ है। इस मार्ग के बनने से जबलपुर-भोपाल राष्ट्रीय मार्ग जुड़ जायेगा।
अतः मेरा माननीय मंत्री जी से अनुरोध है कि उपरोक्तानुसार वांछित वन मंत्रालय, भारत सरकार की स्वीकृति शीघ्र प्रदान की जाये।

श्री कपिल मोरेश्वर पाटील (भिवंडी) ः केन्द्र सरकार के बहुक्षेत्रीय विकास कार्यक्रम में महाराष्ट्र राज्य के मुस्लिम बहुल क्षेत्रों का समावेश करने की आवश्यकता है। अल्पसंख्यक बहुल क्षेत्रों का विकास न होने की वजह से देश तथा राज्य के विकास में बाधाएँ आ रही हैं।
मेरे भिवंडी लोकसभा क्षेत्र के भिवंडी शहर तथा परिसर भी मुस्लिम बहुल क्षेत्र है। यहाँ लोग अपनी दिनचर्या बहुत ही कठिनाई और चिंताजनक स्थिति में बिता रहे हैं। केंद्र सरकार के बहुक्षेत्रीय विकास कार्यक्रम के अंतर्गत भिवंडी तथा महाराष्ट्र राज्य के नीचे दर्शाये गये जिलों के अल्पसंख्यक मुस्लिम बहुल क्षेत्रों का समावेश करने की मांग राज्य सरकार तथा अल्पसंख्यक जनता से हो रही है। जिन जिलों और अल्पसंख्यक क्षेत्रों का बहुउद्देशीय कार्यक्रम अंतर्गत समावेश करना है, उन जिलों के नाम हैः- 1. (ठाणे) तहसील-भिवंडी, मुंब्रा, मिरा भाईदर, 2. (नाशिक) तहसील- नाशिक, मालेगांव, 3. (सांगली) तहसील- मिरज, 4. (जलगांव) तहसील जलगांव, भुसावल, बोधवल, 5. (बुलढाणा) तहसील- मलकापुर, 6. (अकोला) तहसील- अकोला, 7. (धुले) तहसील-धुले, 8. (अमरावती) तहसील- अमरावती, 9. (औरंगाबाद) तहसील-औरंगाबाद।
इन जिलों के अल्पसंख्यक क्षेत्रों का समावेश इस योजना में होने से अल्पसंख्यक क्षेत्रों का भौतिक व सामाजिक विकास तेजी से होगा। बहुक्षेत्रीय विकास कार्यक्रम अंतर्गत इन सब क्षेत्रों के शिक्षा, रोज़गार, व्यापार, स्वच्छता, पेयजल आपूर्ति तथा खेल मैदान की उपलब्धता सुनिश्चित करने हेतु निधि की उपलब्धता होगी।
अतः मैं अल्पसंख्यक विभाग के मंत्रालय से नम्र निवेदन करता हूँ कि उपरोक्त सूची के अल्पसंख्यक क्षेत्रों का बहुक्षेत्रीय विकास कार्यक्रम में प्राथमिकता से समावेश करने की कृपा करें।
*t43 Title: Need to undertake renovation of water canal from Tenughat dam to Bokaro Steel Plant, Jharkhand.
श्री रवीन्द्र कुमार पाण्डेय (गिरिडीह) ः मेरे संसदीय क्षेत्र अंतर्गत बोकारो जिले के तेनुघाट में बोकारो स्टील प्लांट को पानी उपलब्ध कराने के उद्देश्य से 1965 में तेनुघाट डैम के निर्माण कार्य की शुरूआत हुई। सन् 1972 में डैम से बोकारो स्टील प्लांट के लिए निर्मित कैनाल में पानी सप्लाई शुरू हुआ। तब से अब तक बोकारो स्टील प्लांट अपने उत्पादन एवं कॉलोनियों में पेयजल आपूर्ति हेतु इसी कैनाल पर निर्भर हैं। परन्तु इस कैनाल के सही रख-रखाव नहीं होने के कारण कैनाल की स्थिति जर्जर हो गयी है और आये दिन कैनाल टूटने एवं पानी रिसाव की घटनाएँ होती रहती हैं। ऐसी एक घटना 2.11.2016 को घटी जिसमें 23 नं. चैनल के समीप कैनाल टूट गया, जिसके कारण बोकारो स्टील प्लांट को पानी की आपूर्ति पूरी तरह बंद हो गयी। इस कारण कंपनी की कई मिले बंद हो गयी जिससे 460 करोड़ से अधिक का नुकसान अब तक हो चुका है। कैनाल की देखरेख एवं मरम्मत का कार्य झारखण्ड सरकार के जल संसाधन विभाग एवं बोकारो इस्पात संयंत्र का संयुक्त रूप से है, परन्तु तालमेल की कमी के कारण इसकी देख-रेख सही ढंग से नहीं हो रही है, जिसका नतीजा सामने है। पानी आपूर्ति नहीं होने से कॉलोनियों में भी पेयजल आपूर्ति पर व्यापक असर पड़ा है। अंततः 17/18 नवम्बर को बोकारो स्टील प्लांट द्वारा कैनाल के टूटे हुए भाग पर स्टील प्लेट लगाकर मरम्मत करवायी गयी फिर भी पानी का आंशिक रिसाव जारी है। चेयरमैन सेल ने स्थल का स्वयं दौरा कर इसे भयावह बताया और नुकसान की बात स्वीकार की। अगर बोकारो स्टील प्रबंधन द्वारा शुरू दिन से ही सक्रियता दिखाई जाती तो कंपनी को इतना बड़ा नुकसान नहीं होता।
अतः केंद्र सरकार से मेरा आग्रह है कि उक्त कैनाल के पूर्ण जीर्णोद्धार करने हेतु बोकारो इस्पात संयंत्र एवं राज्य सरकार को आवश्यक निर्देश दिया जाये ताकि भविष्य में ऐसी घटना की पुनरावृत्ति न होने पाये।

श्री भानु प्रताप सिंह वर्मा (जालौन) ः मेरा लोकसभा क्षेत्र जालौन गरौठा भोगनीपुर जो कि बुंदेलखण्ड क्षेत्र के अंतर्गत आता है। यहाँ पर किसानों ने पिछले तीन वर्षों से सूखे एवं ओलावृष्टि से फसल बर्बाद होने के बाद इस साल किसी तरह रबी की फसल बोई है, लेकिन अन्ना पशु प्रथा के कारण उनके खेतों में खड़ी फसल बर्बाद हो रही है। इस प्रथा में विशेष रूप से अवारा गाय एवं बछड़े बड़ी संख्या में लगभग 1000 से 1500 तक झुण्ड में चलते हैं तथा जिस क्षेत्र में पहुँच जाते हैं, वहाँ की फसल को बर्बाद कर देते हैं। इस कारण सर्दी के समय में किसानों को अपनी फसल बचाना मुश्किल हो रहा है। किसान रात-रात भर खेतों की रखवाली में खड़े रहते हैं। अतः मेरी केंद्र सरकार से माँग है कि उक्त समस्या पर राज्य सरकार को निर्देशित कर ग्राम सभा स्तर पर इस प्रथा को रोकने हेतु तारों की चारदीवारी/बाउण्ड्री बनवाने का कष्ट करें।

श्री हरिओम सिंह राठौड़ (राजसमन्द) ः मोहनजोदड़ों का निर्माण ईसा पूर्व 26वीं शताब्दी में हुआ था और यह सिन्धु घाटी सभ्यता का सबसे बड़ा शहर था। इसे हड़प्पा सभ्यता के नाम से भी जाना जाता है।
राजस्थान में कई पूर्व हड़प्पा कालीन स्थल हैं। उदयपुर के पास पाई गई आहड़ सभ्यता के इतिहास का प्रारम्भ सिन्धु घाटी सभ्यता से जुड़ा हुआ है। आहड़ बनास संस्कृति का महत्वपूर्ण स्थल है। यह सभ्यता हड़प्पा संस्कृति के समकालीन है। भारत में बोली जाने वाली भाषाओं की बड़ी संख्या के प्रमाण पाये गये हैं और भारत की पहली मूर्तिकला के नमूने सिन्धु घाटी सभ्यता के जमाने के हैं। दिल्ली शब्द का प्रयोग सर्वप्रथम उदयपुर में प्राप्त शिलालेखों पर पाया गया है।
आहड़ सभ्यता के 110 स्थल बनास नदी के किनारे बसे हैं, जिनमें पछमता व गिलुण्ड गांव भी शामिल हैं। यहाँ ताम्र पाषाणकला कालीन संस्कृति है। पछमता व गिलुण्ड में पाई गई मिट्टी की बनी ईंटों से उस काल की वैज्ञानिक तकनीक का पता चलता है और जमीन में खोद कर बनाई गई अनाज की कोठियों से पता चलता है कि यह आहड़ संस्कृति की एक बस्ती है।
अतः मैं सरकार से निवेदन करना चाहता हूँ कि इस पौराणिक सभ्यता पछमता एवं गिलुण्ड में मिले पुरातात्विक अवशेषों को संरक्षित कर एक पर्यटक स्थल के रूप में विकसित किया जाये।

योगी आदित्यनाथ (गोरखपुर) ः देश के अन्दर आजादी के पूर्व वनों के संरक्षण और संवर्धन के लिए ब्रिटिश सरकार ने वन्य ग्राम (वन टांगिया गांव) बसाए थे। इन गांवों का उद्देश्य ग्राम समाज और सरकार की फालतू भूमि पर वन लगाने, उनकी सुरक्षा और उनके विकास का था। इसके बदले में सरकार ने उन्हें कुछ जमीन दी थी, लेकिन आज़ादी के बाद इन लोगों की सुध लेने वाला कोई नहीं रहा। पूर्वी उ.प्र. में गोरखपुर-कुशीनगर से लेकर लखीमपुर खीरी तक 56 ऐसे गांव हैं जो वन्य ग्राम (वन टांगिया गांव) हैं। जंगलों के बीच में होने के कारण कोई भी बुनियादी सुविधा इन लोगों के पास नहीं है। इन गांवों में सड़क नहीं हैं, बिजली नहीं, पानी नहीं है, शिक्षा की सुविधा नहीं है, स्वास्थ्य की सुविधा नहीं है। आज़ादी के बाद पहली बार इन्हें पंचायत चुनाव में भाग लेने का अधिकार मिला। देश आज़ाद हुए 70 वर्ष हो गए हैं लेकिन ये लोग अभी भी बुनियादी सुविधाओं के अभाव में जीने को मजबूर हैं। पिछली सरकार ने इन गांवों को राजस्व ग्राम के रूप में मान्यता देने के लिए कानून पास किया था और यह तय किया था कि जो परिवार 75 वर्ष से अधिक उन गांवों में रह रहे हैं उन्हें स्थायी पट्टा देकर राजस्व गांव के रूप में मान्यता देने की बात हुई थी। लेकिन पिछले 8 वर्षों में मात्र 80 प्रतिशत लोगों को जमीन का पट्टा तो दिया गया लेकिन राजस्व ग्राम के रूप में मान्यता इन्हें अब तक नहीं मिल पायी है।
हमारा आग्रह है कि भारत सरकार इसका संज्ञान ले। बुनियादी सुविधाओं से वंचित एक बड़ी आबादी को विकास की मुख्य धारा से जोड़ने के लिए यह आवश्यक है कि जमीन का स्थायी पट्टा देकर उन्हें राजस्व ग्राम के रूप में मान्यता दी जाए तथा इन सभी गांवों को बुनियादी सुविधाएं प्रदान की जाए।

श्री नारणभाई काछड़िया (अमरेली) ः मैं सरकार का ध्यान अपने संसदीय क्षेत्र अमरेली (गुजरात) में नील गाय, सुअरों द्वारा किसानों की फसलों को नुकसान पहुंचाने के मामलों की ओर दिलाना चाहता हूँ।
माननीय प्रधानमंत्री के नेतृत्व में प्रधानमंत्री फसल बीमा योजना किसानों के लिए एक अति महत्वपूर्ण एवं लाभकारी योजना है जो कि ओलावृष्टि, अतिवृष्टि, अनावृष्टि, तूफान, अत्यधिक वर्षा, सूखा इत्यादि प्राकृतिक आपदाओं से होने वाले नुकसान से बचाने के लिए सरकार का एक सराहनीय कदम है। इस योजना से किसानों का कृषि कार्य करने में रूझान बढ़ा है और अधिक से अधिक लोग कृषि कार्य से जुड़ रहे हैं जिससे कि देश में कृषि उत्पादन में वृद्धि हुई है।
नील गाय, भुंड (सुअर) तथा अन्य जानवरों के द्वारा भी किसानों की फसल को नुकसान पहुंचता है जिसका प्रधानमंत्री फसल बीमा योजना में समावेश नहीं होने के कारण सरकार द्वारा किसानों को कोई मुआवजा नहीं प्राप्त होता है एवं किसानों को काफी नुकसान उठाना पड़ता है। मैं सरकार से यह निवेदन करता हूँ कि इस प्रकार के जानवरों द्वारा नष्ट की गई फसलों के नुकसान की भरपाई को प्रधानमंत्री फसल बीमा योजना के अंतर्गत समावेश करने की योजना किसान हित में लागू की जाये।

SHRI KODIKUNNIL SURESH (MAVELIKKARA): The Raja Ravi Varma college of fine arts located in Mavelikkara, is a premier institute established by world renowned painter and artist Raja Ravi Varma. The college, despite its efforts at establishing new frontiers in the discipline of fine art deserves a support from a higher institution. I would urge the Union Ministry of HRD to take steps in instructing the Central University, Kasargod to formally incorporate Raja Ravi Varma college of Fine Arts as its offsite department as it will undoubtedly help the Institute achieve greater success in propagating its research activities and offer new courses to more students and scholars wishing to pursue fine arts and aesthetics. The government must take immediate steps in addressing this long pending demand of people in my constituency.
*t49 Title: Need to make separate budgetary provisions for fire-management in Chamarajanagar parliamentary constituency, Karnataka.
SHRI R. DHRUVANARAYANA (CHAMARAJANAGAR): I would like to bring to the kind attention of the Government that under the jurisdiction of my Chamarajanagar Parliamentary Constituency, Forest area covers 1450 Sq. Kms. of land in Chamarajanagar and 2791 Sq. Kms. in Mysore Districts. This includes H.D.Kote and Nanjangud Forest area of Mysore District and BRT Tiger Project, Bandipur Tiger Project, Cauvery Wild Life Division, Kollegal and Sri Malai Mahadeshwara Wild Life Division, Kollegal of Chamarajanagar District.
Every year during December to April, several acres of forest land is destroyed in fire and acres of vegetation get destroyed.
During 2014-15, 538.65 acres and 2015-l6, 724.55 acres in National Park, Bandipur Forest Division, during 2014-15, 200 Acres and 2015-16, 186 Acres in Cauvery Wildlife Division, Kollegal, during 2014-15, 200 Acres and 2015-16, 416 Acres in Malai Mahadeshwara Wildlife Division, Kollegal, during 2014-15, 27.5 Acres and 2015-16, 26.77 Acres in B.R.T. Tiger Project Division Forest land got destroyed in fire. In order to avoid accurance of such incidence, Forest Department need separate grants under “Fire Management” as they are still making expenditure from grants of other programs/schemes.
Hence, I hereby urge the Union Government for making provision separately in the next Budget for allotment of grants under “Fire Management” and to release maximum grants to my Constituency to avoid Forest fires.
*t50 Title: Need to provide funds for modernisation of public sector steel plants particularly Alloy Steel Plant, Durgapur, West Bengal.
DR. MAMTAZ SANGHAMITA (BARDHMAN DURGAPUR): I draw the attention of Union Government towards the modernisation of public sector steel plants in different states particularly in West Bengal.
There is a need for upgradation, modernisation and developing the potential of the public sector steel plant in the country particularly Alloy Steel Plant of Durgapur, West Bengal. The Government need to infuse adequate funds for the purpose. I wish to know whether Government has any proposal to merge the Alloy Steel Plant of Durgapur with Steel Plant Durgapur in the Financial year 2017-18.
I urge the Government to take necessary action on the issue.
*t51 Title: Need to consider Gram Panchayat as the Unit of Crop Insurance under National Agricultural Insurance Scheme.
DR. PRABHAS KUMAR SINGH (BARGARH): National Agricultural Insurance Scheme has been implemented in Odisha from Rabi 1999-2000 to Rabi 2015-2016 season. From Kharif season - 2016 Pradhan Mantri Fasal Bima Yojana (PMFBY) has been introduced by Government of India and it is being implemented in our State. The Crop Cutting Experiments (CCEs) are conducted at Gram Panchayat level for Paddy crop and for other crops, it is at Block level. As per the scheme guidelines of PMFBY, the CCEs are to be captured by smart phones with GPRS facility and it is to be uploaded to the crop insurance portal. For purchase of smart phones funds are required. Technological development and its adoption for conduct of CCEs requires fund. The operational Guidelines of PMFBY stipulate that the States implementing PMFBY at Village/Village Panchayat level shall be entitled for 50% reimbursement of incremental expenses of CCEs and cost of smart phones / improved technology from Government of India.

श्री प्रतापराव जाधव (बुलढाणा) ः मेरे संसदीय क्षेत्र बुलढाणा (महाराष्ट्र) की तहसील शैगांव अंतर्गत जालम्ब गांव के पास मेन सड़क पर एक रेलवे फाटक है जो भुसावल-नागपुर-कोलकत्ता जाने वाली रेलवे लाइन पर स्थित है जिस पर हर दस मिनट पर एक रेलगाड़ी इस रेलवे फाटक से होकर जाती है जिसके कारण हर दस मिनट पर रेलवे फाटक बंद करना पड़ता है जो कभी दस मिनट तो कभी आधे घंटे तक बंद रहता है। इस मार्ग पर कई रोगियों को उपचार के लिए ले जाने, बुलढाणा मुख्यालय एवं कोर्ट जाने और शैगांव में कोर्ट जाने वालों का आवागमन होता है। बार-बार फाटक बंद होने से उनको कई कठिनाईयों का सामना करना पड़ता है। इस मार्ग पर फाटक बंद होने से लम्बा जाम लग जाता है। उपरोक्त रेलवे फाटक पर एक उपरिपुल बना दिया जाए तो इस रेलवे फाटक से आने-जाने में लोगों को काफी सुविधा होगी।
सरकार से अनुरोध है कि संसदीय क्षेत्र बुलढाणा (महाराष्ट्र) की तहसील शैगांव अंतर्गत जालम्ब गांव के पास मेन सड़क पर स्थित रेलवे फाटक पर एक उपरिपुल बनाने हेतु संबंधित अधिकारी को निर्देशित करने का कष्ट करें।
*t53 Title: Need to establish a new Railway Zone in Andhra Pradesh.
SHRI KESINENI SRINIVAS (VIJAYAWADA): I bring to the attention of the Government a matter that has been long pending. The Andhra Pradesh Reorganization Act, 2014 had promised the people of Andhra Pradesh that the Indian Railways will establish a new railway zone in the State.
There are rising demands from the people of Andhra Pradesh for new trains, additional platforms, additional lines, and better services. However, because of lack of a separate Railway Zone, these demands are being ignored. A new Railway Zone will increase freight and passenger capacity of trains in the State and increase regional inter-connectivity. As the State is facing financial difficulties, this could also boost the State revenues.
In the light of the above, I urge the Government to honour the promise in the Act and grant a new Railway Zone to Andhra Pradesh as soon as possible.
*t54 Title: Need to establish six Kendriya Vidyalyas in Tripura.
SHRI JITENDRA CHAUDHURY (TRIPURA EAST): Kendriya Vidyalaya (KV) scheme has been found to be a very successful venture towards promoting national integration and imbibing patriotism right from the budding stage of children, besides providing quality education.
As per the policy of the Central Government, in the Ministry of Human Resource Development at least one KV is supposed to be established in each district of our country. Right now, Tripura is having 8 (Eight) Districts and among them Gomati, Sipahijola and Khowai are yet to be covered by such scheme.
The Ministry of Human Resource Development may kindly consider to establish 6 (Six) more KVs in Tripura State, 3 (Three) to the above districts and another 3(three) at (i) Khumulwng, HQ of TTA-ADC, (ii) Belonia, HQ of South Tripura District and (iii) Dharmanagar, HQ of North Tripura District. Setting up of KVs is also necessitated because of its locational importance and number of employees and variety of population from other States.

SHRI JOSE K. MANI (KOTTAYAM): In a desperate gambit to mobilise funds to bridge the huge deficit gap the Centre has chosen to divest its stakes in a string of public sector undertakings at the behest of NITI Aayog, which seems to have faltered its assessment of Hindustan News print Ltd., Kottayam (Kerala) as a PSU fit for divestment.
The plea of HNL workers, numbering more than thousands and their families, now under the threat of despair and distress, have been pleading towards hiving this consistently performing mini-ratna PSU from its parent body HPC to prove is mettle to attempt a recovery. Yet the Centre chose to be passive and insensitive on infusion of a tranche of funds for the long overdue modernisation package for HNL. While finalising the list of PSUs for divestment, the NITI Aayog has ignored or lost sight of treating of HNL as an independent entity hived off from its parent HPC.
HNL has been performing consistently well both on productivity and profitability. Even under the present adverse conditions, HNL has managed to post a positive bottom-line figure, though modest and nominal. I urge the Centre to abandon the divestment plan for HNL and an attempt towards its revival.

SHRI B. VINOD KUMAR (KARIMNAGAR): Madam, I rise to support the passing of Supplementary Demands for Grants (General) for the year 2016-17 for an amount of Rs. 59,978.29 crore. Madam, the hon. Minister had requested for Second Supplementary Demands for Grants. With regard to all these Demands, they are pertaining to different ministries. I am concerned particularly with Demand No. 32 which is with regard to transfer to the States. … (Interruptions) In this Demand, the hon. Minister has specified some amount. My State, that is the State of Telangana, is a new State. With regard to the transfer of fund to the State, the Ministry is asking for utility certificate for every quarter. Ours is a new State. We are facing some problems. I would like the hon. Minister to consider that while releasing these Grants, let it be on a yearly basis instead of quarterly basis. … (Interruptions)
At the same time, the State of Telangana has requested the hon. National Highways Minister to grant funds for laying of the new highways because the State of Telangana was having less number of highways than the national average number of highways. So, the Chief Minister of Telangana, hon. K. Chandrasekhara Rao had personally met the hon. Minister for release of some grants.… (Interruptions) So, in the event of having release of some grants, let the hon. Finance Minister release it to the Ministry of National Highways so that the Ministry will help the State of Telangana in the coming days and I support this Bill and I request all the Members to pass this Bill.

अध्यक्ष महोदया, सप्लीमैंट्री डिमांड्ज़ फॉर ग्रांट्स मूलतः दो वजहों से सदन के सामने आती हैं। जब ऑथराइज़ अमाउंट सफीशियेंट नहीं रह जाता या फिर एडीशनल एक्सपैंडीचर की ज़रूरत महसूस होती है। मैं आज आपके सामने सदन को बताना चाहता हूँ कि इन सप्लीमैंट्री डिमांड्ज़ फॉर ग्रांट्स के माध्यम से आदरणीय वित्त मंत्री जी ने लगभग 60 हजार करोड़ रुपये की राशि का निर्धारण इस लोक सभा के सामने रखा है, जिसके तहत लगभग 35,171 करोड़ रुपये का नैट कैश आउटगो, जिसका मतलब है कि इनक्रीज़ इन नैट स्पैंडिंग इस देश के सामने होगी। लगभग 24805 करोड़ रुपये की राशि का जो व्यय है, वह डिपार्टमैंट और मिनिस्ट्रीज़ की जो सेविंग्ज़ हैं, या फिर जो रिसीट्स और रिकवरी की राशि है, उसके माध्यम से पूरा किया जाएगा। ये डिमांड्ज़ फॉर ग्रांट्स एक महत्वपूर्ण दौर पर इस देश के सामने आई हैं। एक तरफ जहाँ पिछले कई महीनों में वैश्विक अर्थव्यवस्था में गंभीर संकट देखने को मिले हैं। चाहे वह यूरोपियन यूनियन में ब्रिटेन के अलग होने की वज़ह से आई अनिश्चितता हो या फिर लगातार चीन में आ रहे स्लो-डाउन की वज़ह से वैश्विक कंजम्पशन नीचे गया हो या फिर अमेरिका में फेड के रेट्स आने वाले समय में क्या होंगे, उसकी वज़ह से हो, कुल मिलाकर पूरे विश्व में, चाहे वह इंवेस्टमेंट हो या प्राइवेट कंजम्पशन हो, उसमें कमी आई है।...(व्यवधान) लेकिन, मैं आदरणीय वित्त मंत्री जी को, प्रधान मंत्री जी को बधाई देना चाहता हूं कि इसके बावजूद भी भारत की अर्थव्यवस्था सितम्बर के क्वार्टर में 7.3औ की रफ्तार से आगे बढ़ी है और पूरा देश कहीं न कहीं आज भारत की सरकार के द्वारा हो रहे स्पेंडिंग के माध्यम से तेजी से आगे बढ़ रहा है।...(व्यवधान)
आदरणीय महोदया, पिछले कुछ महीनों में कई महत्वपूर्ण कदम इस सरकार ने उठाए हैं, लेकिन जो सबसे बोल्ड और ऐतिहासिक कदम इस सरकार ने उठाया है, वह यह है कि काला धन, भ्रष्टाचार, नकली नोट और अघोषित आय से हो रहे इस देश के नुकसान में आमूल-चूल परिवर्तन करते हुए 500 रुपए और एक हजार रुपए के नोट को परिवर्तित करने का एक साहसिक निर्णय आदरणीय प्रधान मंत्री जी ने, आदरणीय वित्त मंत्री जी ने लिया है।...(व्यवधान) मैं पूरे देश की जनता की तरफ से आदरणीय वित्त मंत्री जी को और आदरणीय प्रधान मंत्री जी को बधाई देना चाहता हूं।...(व्यवधान)

महोदया, मैं ग्रामीण अंचल से आता हूं।...(व्यवधान) राजनांदगांव जिला ग्रामीण परिस्थिति का जिला है।...(व्यवधान) आज यह महत्वपूर्ण बदलाव देखने को मिल रहा है कि जहां पहले लोग सरकार से रोटी, कपड़ा और मकान की अपेक्षा करते थे, आज इन अपेक्षाओं में एक बड़ा परिवर्तन हुआ है।...(व्यवधान) रोटी, कपड़ा और मकान के साथ-साथ मोबाइल नेटवर्क की सुविधा, हर गांव में बिजली की सुविधा, हर खेत में पानी की सुविधा और इन तमाम योजनाओं के माध्यम से माननीय प्रधान मंत्री जी ने इस देश में नई जन अपेक्षाओं का, आकांक्षाओं का और अपने भविष्य के प्रति मजबूत इरादों का सृजन किया है।...(व्यवधान)
अध्यक्ष महोदया, इन सारी योजनाओं के पीछे इस सरकार की बेहतर क्रियाशीलता दिखाई देती है कि इस डिमांड्स-फॉर-ग्रांट्स में लगभग 35,000 करोड़ रुपए का नया आउट-ले घोषित करने की मांग की गयी है।...(व्यवधान) यह जो परिवर्तन है, इसमें एक बेहद महत्वपूर्ण कड़ी सिर्फ सरकार की मांग या सरकार से अपेक्षाओं का एक प्रतिबिम्ब नहीं है, बल्कि इस देश में जो शायद सबसे महत्वपूर्ण परिवर्तन हुआ है, वह जन अपेक्षाओं से आगे बढ़ कर जन आदर्शों की तरफ इस देश की जनता जा रही है, उस दिशा में परिवर्तन हुआ है।...(व्यवधान) जन-अपेक्षाओं से आगे बढ़ कर इस देश की जन शक्ति का एक सकारात्मक दिशा में निराकरण आदरणीय प्रधान मंत्री जी ने किया है।...(व्यवधान) उसके सिर्फ तीन उदाहरण देते हुए मैं अपनी बात को खत्म करना चाहूंगा।...(व्यवधान)
महोदया, इस देश में प्रधान मंत्री जी के एक आह्वान पर डेढ़ करोड़ लोगों ने अपने गैस सिलेण्डर की सब्सिडी को स्वेच्छा से, गरीबों की सेवा में सरकार उसका उपयोग कर सके, इसके लिए छोड़ा है।...(व्यवधान) यह दर्शाता है कि इस देश की जनता इसके लिए तैयार है, सिर्फ मांग करने के लिए ही नहीं, बल्कि अपने देश के विकास में अपनी जिम्मेदारी समझ कर, अपनी भागीदारी को सुनिश्चित करने के लिए भी तैयार है।...(व्यवधान)

While on the subject, it is important for me to touch upon the issue of demonetization which has affected the whole country and virtually derailed the functioning of the Parliament. … (Interruptions)
Speaker Madam, our hon. Chief Minister, Shri Naveen Patnaik has all along supported the move of demonetization which is against black money and we all stand here to support that. But if we go to the ground, we find that there is a very difficult situation. It is a kind of warlike situation in the country. It is not a war on LoC but a war in the financial sector. It is important that we all have to come together irrespective of party politics, join hands to see that the economic difficulty which the people of our country are facing is handled. No other consideration must come and play over here. This is a kind of an emergency situation. That is why, it is time that we must come together and work hand in hand. … (Interruptions)
Having said that, I would like to come to the issue of economic growth. Today India is the only country in the world which is growing at the highest rate. The growth rate of our economy is 7.6 per cent. I would like to say that though the growth is there, it is not a job-led growth. Almost one million youngsters enter the job market in India every month but we are not able to create jobs. So, I would urge upon the hon. Finance Minister, Shri Arun Jaitley, who is sitting over here to take this into consideration while moving the Motion. What is required for us is job and nothing else. … (Interruptions)
Having said that, I will also touch upon the issue of GST, which our Government led by Shri Naveen Patnaik has supported. It is important that GST has to be rolled out from 1st of April, 2017 as has been committed so that repercussion which has arisen out of demonetization can be partly made good by virtue of growth of 9.5 per cent, which the economists believe that GST will result in higher growth in the economy. So, it will be compensated. … (Interruptions)
Then, Madam Speaker, I would like to touch upon the issue of Finance Commission. As per the recommendations of the 14th Finance Commission, the divisible pool share was increased from 32 per cent to 42 per cent. But the State of Odisha remained in loss because the share of divisible pool in respect of Odisha came down from 4.78 per cent to 4.62 per cent amounting to a loss of Rs.4600 crore. I would urge upon the hon. Finance Minister, Shri Arun Jaitley to compensate Odisha which we have been striving for. … (Interruptions)
I would also like to urge upon the hon. Finance Minister not to make any budgetary provision for supporting the Polavaram Project which we have been advocating in the larger interest of the people of Odisha. Our hon. Chief Minister has repeatedly requested it to the Government of India and we have also been raising this issue in the Parliament. … (Interruptions)
I would like to add just one more point before I conclude. Health sector in our country has been passing through one of the most difficult times. There are several studies which say that if the per capita income of the people of our country increases by one per cent, the private expenditure on the health care goes up by 1.4 per cent meaning thereby that we Indians are becoming poor with every passing day because of the difficulty in the health sector. So, I would urge upon the Union Government to make higher budgetary provision for the health sector so that whatever assurances in respect of improvement in health sector were given by the Government when it came to power in 2014, are addressed … (Interruptions)

श्री दुष्यंत चौटाला (हिसार) : अध्यक्ष महोदया, माननीय वित्त मंत्री महोदय यहां बैठे हुए हैं। डिमोनेटाइजेशन एक विषय है जिस पर सभी चर्चा कर रहे हैं। सरकारी आंकड़े बताते हैं कि लगभग साढ़े बारह लाख करोड़ रुपये भारत सरकार के खजाने में आया है। किसानों के ऊपर कॉआपोरटिव सेक्टर का तीन लाख पच्चीस हजार करोड़ रुपये का कर्ज है, अगर सही में सरकार चाहती है कि किसान का दर्द दूर हो तो उस अतिरिक्त पैसे से किसानों का कर्ज माफ करने का काम करें। पिछले दिनों प्रश्न काल में यह मुद्दा उठा था कि स्पोर्टस इफ्रास्ट्रक्चर देश में डैवलप करने की जरूरत है, एक्सेस ग्रांट्स में मिनिस्ट्री ऑफ यूथ अफेयर्स स्पोर्ट्स के लिए एडीशनल ग्रांट्स की बात नहीं की गई। केन्द्र सरकार एक तरफ कहती है कि 2020, 2024 और 2028 ओलंपिक के लिए विशेष ध्यान रखा जाएगा। माननीय वित्त मंत्री जी ने जब वित्त मंत्रालय का प्रभार संभाला था तो 200 करोड़ रुपये एशियाड और कॉम्नवैल्थ के लिए देने का काम किया था। उसी तरीके से सरकार एक स्पेशल कोरपस बनाकर ग्रामीण स्तर पर एचआरडी मिनिस्ट्री के साथ उनके स्कूलों में इसे डेवलप करने का कोई प्रावधान किया जाए।
महोदया, पिछले दिनों सुप्रीम कोर्ट का एक जजमेंट आया है उसमें सतलुज-यमुना लिंक पर दिशा निर्देश दिया है कि केन्द्र सरकार उस नहर का निर्माण करे। माननीय वित्त मंत्री जी से आग्रह है कि सतलुज-यमुना लिंक के निर्माण में जिस पैसे का उपयोग होना है, चाहे वह पैरामिलिट्री के लिए हो या खुदाई या इंजीनियरिंग के लिए हो, आपकी सरकार आने वाले बजट में नहीं, बल्कि इस एक्सेस ग्रांट्स में एक प्रावधान करे, ताकि इस देश में जल के लिए युद्ध न हो, किसी की जान न जाए। इसके लिए केन्द्र सरकार अपनी जिम्मेवारी समझते हुए एडीशनल ग्रांट्स इस बजट के अंदर देने का काम करे, जिसके तहत उस नहर का निर्माण एक साल के अंदर-अंदर हो।

Madam, as earlier speakers have also mentioned, the Parliament has not been functioning now for this whole Session and it is very difficult to have a debate or a discussion in these circumstances, but I would like to say, any way, a few things for those of you who are listening. … (Interruptions)
I want to make only two points. The Government, the Finance Minister has announced a special package for Andhra Pradesh. We have been asking that we should get legislative backing for all the commitments that have been made so far. I just want to ensure that in this discussion also, sufficient funds are available with the Government to fulfil all of the promises made to Andhra Pradesh. That is my first point. … (Interruptions)
My second point is on demonetisation. I know that this is not the subject of this debate, but I just want to make a few points. I know that the cash supply situation has been improving, but it needs to improve more. I think, day by day, there needs to be an improvement, but if we look at it from last week to this week, perceptible difference does not seem to be there. So, we need to see an improvement every week so that we can improve the confidence levels of all the people in this country. … (Interruptions)
Then, there is the issue of service charges for e-payments. Today, many people are not willing to move to the e-payment method because of service charges. The Government has waived the charges for the government transactions. We request the Government to look into it so that the private parties also should waive the transaction charges. It should not be for a period of time, but going forward also, if we have to be in a cashless or less cash economy, digital transactions have to be less costly than cash transactions. … (Interruptions) The question is : How do we bring out the methodology to make that happen? In order to make than happen, digital transactions should be less costly than cash transactions.
There is one other thing, Madam. I have gone to my constituency and I have talked to my people – in the streets, waiting in lines at the vegetable market and in the villages as well. Every single person in this country, right from top to bottom, is going through different levels of inconvenience, but nobody is saying that they do not support this move. Everyone I have spoken to has supported this move. … (Interruptions)
The reason they have supported it is because they are looking forward to a country where the corruption levels go down. That is really what is behind their support of this policy. Therefore, if we see six months from now or one year from now that those corruption levels have not come down, or everything is back to square one, I think the people will not accept that result. So, the result is very important. The intention is very good; inconvenience is acceptable; but the result is very important. If we do not achieve this result, I do not think it is going to be a very good situation. … (Interruptions)

There are significant changes in the General Budget (2016-17) presented by the Finance Minister in February this year as it provided impetus to investment in infrastructure, particularly in transport and national highways, and also had some focus on agriculture. There is no doubt that for the last couple of years, India’s economy is growing as there have been efforts for freedom and equality for a sustainable economy. … (Interruptions)
Agriculture plays a pivotal role in the economy of a country and better performance of this sector is vital for inclusive growth for a developing country like India. Planned, balanced and harmoniously developing industry and agriculture are essential for employment generation and economic development. However, the agricultural growth, which may have boosted the total GDP growth, seems unlikely to see improvement. Agriculture is lately being badly affected. We did have good monsoon and we were expecting a good crop since agriculture was expanding at about four per cent, but now it is unlikely to happen because of lack of transactions. … (Interruptions)
Farmers who are supposed to grow food for the society and prosper along with it are falling victim to unnatural deaths. Farmers who are spending lakhs of rupees as investment are being left with debts. Natural calamities are adding to their losses and pushing them into difficulties. The Government should waive the loans given to the farmers. … (Interruptions)
As far as healthcare is concerned, there is a huge disparity in the country. It is a matter of shame that India should rank as low as 97 of 118 developing nations in the Global Hunger Index. India also fares poorly on other indices like wasted and stunted children below five and infant mortality. In malnourished and undernourished children, we appear to be a world leader. We should provide enough funds so that we can provide all young children a nutritious breakfast and quality lunch in schools as is being provided in several countries. … (Interruptions)
Madam, it is about three years since Andhra Pradesh has been promised a Special Category status, but the Government is not implementing the assurance given on the floor of this Parliament. The State of Andhra Pradesh, after bifurcation, is facing a financial crunch. The people are agitating and restless. I would request the Government to kindly implement the assurance of granting Special Category status to Andhra Pradesh, as promised in this august House. … (Interruptions)
Also, as promised in this august House during the passage of A.P. Reorganization Act, I would request the Government to set up a Railway Zone at Visakhapatnam. … (Interruptions)
