(2)the District Magistrate or the officer authorised by him may grant the requisite permission with such conditions as he may deem appropriate:Provided that he may refuse to grant permission to convene or collect an assembly in any such road, street or thoroughfare, or form a procession which would, in his opinion, be likely to cause a breach of the peace.
