> Title : Need to withdraw orders of D.O.P.T. in connection with recruitment and promotion of class III and IV Employees of Scheduled Caste, Scheduled  Tribes and Backward Classes.

PROF. JOGENDRA KAWADE (CHIMUR) : Mr. Speaker, Sir, injustice is being done in recruitment of employees and officers belonging to scheduled castes, scheduled tribes and backward classes. D.O.P.T. have specially issued orders that persons belonging to scheduled castes and scheduled tribes should not be recruited on the posts of class-IV and class 111. In context of promotion also. I would like to say that promotion of SC/ST has been stopped in class II, class I and in super grade posts.

Mandal issue was also raised during the Sabarwal case. This issue was discussed in Supreme Court also. It was not concerned with the scheduled caste and scheduled tribe communities but they were also in­volved under creamy layer which is an injustice to them. My submission is that the Orders issued by the D.O.P.T. regarding the recruitment and promotion of scheduled caste and tribe officers should be cancelled. Previous method of their recruitment and promotion should again be restored.
