Section 25(1) in The Orissa Boiler Operation Engineers' Rules, 2000
(1)A person holding fist class or second class certificate of proficiency as Boiler Operation Engineer granted by Board of any other State shall, on application, be endorsed for validity in this State by the Chairman:Provided that no such endorsement for validity shall be made unless First Class or Second Class certificate of Proficiency as Boiler Operation Engineer is granted by the other State under the Boiler Operation Engineer Rules recommended by the Central Boiler Board. Such endorsement shall be made by the Chairman.
