Section 208(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)All executive officers of the same rank shall rank and command according to their seniority in that rank and if they are of the same seniority according to the order in which their names stand in the Navy List, or when not inserted in the list, according to the date of their first commissions, or orders, in their existing rank.
