(1)The Conservator shall issue licences to certain approved firms and individuals granting them permission to perform the work of stevedoring vessels in the port and no stevedore shall be allowed to work on board any vessel in the port unless he is holding such licence. Every such licence shall be valid for one year unless it is renewed.
