Section 8(2)(b) in The Rajasthan Colonisation (Indira Gandhi Canal Project Government Land Allotment and Sale) Rules, 1967

(b)Notwithstanding anything contained in these rules the Government reserves to itself the right of resewing any land for any special or specified purpose or to order its allotment to one class of persons or tenants in preference to any other class of persons or tenants.
