(2)It shall be the duty of the first Vice-Chancellor to make arrangements for constituting the Executive Council, the Academic Council and such other authorities of the Vishwavidyalaya specified in section 21 within one year from the commencement of this Adhiniyam, or such longer period, not exceeding one and a half year, as the Government may, by notification, allow.
