Section 14(1) in The Jammu and Kashmir State Finance Commission Act, 2006
(1)The Government shall, after due appropriation made by Legislature by law in this behalf, pay to the Commission by way of grants such sums of money as the Government may think fit for being utilized for the purposes of the Act.
