(6)On receipt of application under sub-section (2), it shall be placed before the Board for consideration. The Board on consideration of each of the applications for affiliation shall direct a local inquiry to be made by a local inquiry committee:Provided that the local inquiry committee shall consist of at least one person belonging to the scheduled castes or the scheduled tribes.
