Section 27(7) in The U.P. Judicial Service Rules, 2001
(7)The Court shall examine the recommendation of the selection committee and make a final selection for promotion and prepare a list in order of seniority of candidates, who are considered fit for promotion and the promotion shall be made in the vacancies strictly in accordance with the said list. The list shall remain operative till all the candidates are promoted and the list is exhausted.
