Section 5(j) in Himachal Pradesh Technical University Act, 2014
(j)to hold examinations and confer degrees, diplomas, certificates and other distinctions or titles on persons subject to such conditions as the University may determine, and to withdraw or cancel such degrees, diplomas, certificates and other distinctions or titles as may be prescribed;
