Section 211(1) in The Coal Mines Regulations, 2011
(1)No person, whilst handling explosives or engaged or assisting in the preparation of charges or in the charging of holes, shall smoke or carry or use a light other than an enclosed light, electric torch or lamp :Provided that nothing in this sub-regulation shall be deemed to prohibit the use of an open light for lighting fuses.
