Section 5(1) in The Jammu and Kashmir Energy Conversation Act, 2011
(1)The Governing Council shall meet at such times and places, and shall observe such rules of procedure in regard to the transaction of business at its meetings (including quorum of such meetings) as may be provided by regulations.
