Section 170B(2) in The Punjab Motor Vehicles Rules, 1989
(2)The State Government will authorise the testing stations after charging a fee as may be specified by the Government to issue pollution under control certificate. The authorised testing stations will issue the pollution under control certificate after charging a fees from the owner of the vehicle, as may also be specified by the Government.
