Every motor vehicle plying within the district of Darjeeling shall be fitted with a fog light of one of the makes approved by the Registering Authority :Provided that this rule shall not apply to motor vehicles used solely within the limits of Kalimpong and Siliguri sub-divisions in the district of Darjeeling,
