(4)Except on the occasion of the visit of the Board of Visitors no visitor can claim to be accompanied on his rounds by the Superintendent, Deputy Superintendent or Assistant Superintendent.[Visitors are not permitted without the express consent of the Superintendent to interview more than one prisoner at a time.
