(r)the administration of [justice] [Substituted by S. 7 of Central Act, 9 of 1959 for the words 'Civil Justice'] to the extent permitted in this Act and the election of the panches on the panel of the Circle Panchayat according to the provisions of this Act and rules made thereunder;
