Section 47(2) in The Bihar Primary and Middle Education Rules, 1961
(2)Leave to teachers of aided Middle and non-Government Senior Basic Schools shall be granted by the school authority or by any person, to whom the school authority may delegate this power. Prompt intimation of any casual leave or other kinds of leave granted to any teacher, should be sent to the Sub-divisional Education Officer and through him to the District Superintendent who may object to the grant of the leave, stating in full the reasons of such objection.
