(2)On the date or dates specified in the election notice for the presentation of nomination papers, any candidate who intends to contest the election of members to the committee shall, either in person or by his proposer, deliver to the Returning Officer at the place and during the hours specified in that behalf, a nomination paper duly filled and signed by the candidate and by a proposer who shall also be a voter of the same section to which the candidate belongs:Provided that a proposer shall not sign more number of nomination papers than the number of members to be elected from the section to which he belongs:Provided further that a candidate may also sign as a proposer to as many candidates of the same section, as there are vacancies to be filled up less one number.
