(3)Subject to rules, if any, made under sub-section (3) of section 12, the Chairman shall have full powers in matters of [appointment] [Inserted by Notification dated 8-3-1995, Published in Rajasthan Gazette Extraordinary Part 4-C.], promotion, confirmation, transfer and termination of services of the officers and employees of the Board.
