81. Quays, etc., and port area to be under the authority of the Traffic Manager
(1)The quays, sheds, gates and other areas within the limits of the port shall be under the charge of the Traffic Manager, who shall direct and manage all operations connected with the landing and shipping of goods and their storage either in the sheds or in the open, he shall have proper custody of all goods lying in the port and take such steps as may be necessary for the proper maintenance of order within the port.(2)No person shall enter any port area without a permit or token issued to him by or under the authority of the Traffic Manager, such permit or token shall on demand by a police officer or any port officer, duly empowered in that behalf be produced for inspection. No person shall allow any other person to use any permit or token issued to him as aforesaid. Any permit or token issued to any person and allowed by him to be used by another shall be liable to be confiscated and cancelled.
