(1)Every meeting of the Municipality shall be open to the public, unless a majority of Councillors present at the meeting decides by a resolution, which shall be put by the Presiding Officer either on his own motion or at the request of any such Councillor, that any enquiry or deliberation pending before the Municipality shall be held in private.
