Section 2(m) in The Fertilizer (Control) Order, 1985
(m)"manufacturer" means a person who produces fertilizers or mixtures of fertilizers [* * *] [Omitted by S.O. 354(E), dated 3rd, June 1993.] and the expression 'manufacture' with its grammatical variations shall be construed accordingly ;
