Section 27(c) in The Sikh Gurdwaras Committee Election Rules, 1959
(c)such other persons as he may deem fit or necessary; and the elector shall not be supplied with a ballot-paper unless he answers the first question in the affirmative and the second question in the negative or if he refuses to answer any other question put to him in pursuance of this rule.
