02. 1. This matter is taken up through hybrid
arrangement.
2. Learned counsel for the Petitioner submits that he had filed an application for renewal of its Registration Certificate on 16.11.2016 before the Opposite Party No.3/ The Collector-Cum-District Appropriate Authority Khurda, under PC & PNDT Act much before the expiry period of the license.
3. He further submits that the Petitioner was issued show cause on 16.01.2020 and rejected on 23.02.2021. The entire episode shows that the authority under the PC & PNDT have unnecessarily delayed and ultimately rejected the renewal application. If the authority had to Page 1 of 2. reject the renewal application, they should have immediately consider and rejects within 90 days.

Hence, this Court directs the Opposite Party No.3/ The Collector Cum District Appropriate Authority Khurda under PC & PNDT Act and Opposite Party No.5/ State Appropriate Authority, represented through its Chairperson, PC & PNDT Act to appear before this Court through virtual mode (V.C.) on 13.03.2025 at 2.00 p.m. to explain as to why they have not considered the renewal application of the present Petitioner.
