Section 11(3) in The Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965
(3)Where a coloniser, before submitting an application under sub-rule (1) wants to ascertain if the proposed change in the use of land in the controlled area for the purpose of setting up a colony, is in conformity with the development plan and the lay-out of the sector plans, and that such land provides for satisfactory arrangements for disposal and treatment of sewage and storm water and does not conflict with any programme of acquisition of land and its development to be undertaken by the Director, he may submit to the Director a preliminary application giving information only in respect of clause (ii), (iii), (iv), (v) and (vi) of sub-rule (1). On receipt of the preliminary application the Director shall after making such enquiry as he considers necessary, intimate to the applicant the information on the above points.
