Section 10(1) in The Haryana New Mandi Townships Building Rules, 1967
(1)No person shall occupy or allow any other person to occupy any new building or part of a new building for any purpose whatsoever until such building or part thereof has been certified by, the Administrator or any person authorised by him in his behalf to be fit for which it is erected.
