(1)If it appears to the Board of Councilors that any land or building belonging to different owners may be drained or the drainage thereof may be improved more economically or advantageously in combination than separately, the Board of Councilors may cause such lands or buildings to be drained, or the drainage thereof to be improved, in such manner as it may consider fit.
