Section 9(5)(vi) in Rajasthan Minor Mineral Concession Rules, 2017

(vi)if the lessee exercise the right of first refusal and matches the highest final offer price, the lessee shall be deemed to be the successful bidder in place of the earlier successful bidder declared after the second round of e-auction and shall be entitled to a mining lease in the manner provided in these rules.
