(2)Where the person summoned resides out of India and has no recognised agent or legal practitioner in India empowered to accept service the summons may be addressed to such person at the place where he is residing and sent to him by post or by such courier service as may be approved under sub-rule (3) of rule 22 or by electronic messaging or by such other means as may be provided by the State Government by notification.
