Section 28(1) in Dr. Y.S.R. Horticultural University Act, 2007
(1)The Vice-Chancellor shall be the academic head and Principal Executive Officer of the University and Exofficio Chairman of the Board, Academic Council, Research and Extension Council and shall, in the absence of the Chancellor, preside at the convocation of the University and confer degrees on persons entitled to receive them.
