Section 4(12) in Mumbai Port Trust (Licensing of Stevedores and Allied Matters) Regulations, 2012
(12)The stevedore shall ensure that all the dues of the Board and the Dock Labour Board are paid in advance. His licence shall not be renewed unless such dues have been settled in full.
