17. Second voting paper not to be issued.
- When a voting appear has once been handed over to a voter, a second voting paper shall not be issued to him unless he satisfies the Presiding Officer that the voting paper has been spoilt or mutilated or lost or destroyed or has not been received by him, in which case a duplicate voting paper may be issued to him.
