Section 22A(2) in The Sugar Development Fund Rules, 1983

(2)A sugar undertaking which is in default of payment that has become due in respect of the Fund and the LevySugar Price Equalisation Fund relating to any of the sugar factories or units under it shall not be eligible to apply for a loan under this rule.
