1. The petitioner seeks for disposal of an appeal which has been filed before the Ombudsman, Punjab State Electricity Regulation Commission. Learned counsel refers to a circular issued by the Electricity Board under Regulation 19.10 (XIV) that contemplates a representation through the following words " any complainant aggrieved by orders of the Forum may prefer a representation before the Ombudsman appointed/designated by the Commission". According to him he had already approached the Forum which has denied the right to obtain electricity connection and therefore he sought to avail a remedy by preferring an appeal to the Ombudsman. The representation had been rejected by the Ombudsman even without consideration of the matter on merits.

2. In view of the extreme hardship convassed by the learned counsel for the petitioner, I deem it appropriate to direct the Ombudsman to look into the representation given by the petitioner on 23.9.2009 and dispose it of as per procedure prescribed under the relevant CWP No. 20303 of 2009 2 regulations after giving an opportunity to substantiate his contentions by giving a relief of hearing. The appropriate orders may be passed as expeditiously as possible preferably within a period of eight weeks from today.

3. The writ petition is disposed of at the stage of admission itself dispensing with notice to the respondents having regard to the special circumstances.
