Section 19(1) in The Chennai Metropolitan Water Supply and Sewerage Act, 1978
(1)The Board may appoint such officers and other employees as it considers necessary for the efficient performance of its functions:Provided that the Board shall not, without previous approval of the Government, create any post the maximum monthly salary of which exceeds two thousand five hundred rupees, or appoint any person to any post the maximum monthly salary of which exceeds two thousand rupees.
