30. Objection to levy how to be made. - Whenever any person whose name may have been included in any list of defaulters may dispute his liability to pay amount mentioned in such list or any portion thereof, he may apply to the [District Magistrate] either orally or in writing, stating the grounds of his objection, and the [District-Magistrate] shall examine his objection and pass such order thereon as to him shall seem proper.
