Section 12(1) in Tamil Nadu Panchayats (Employees Conduct) Rules, 2001
(1)No panchayat employee shall, except with the previous sanction of the panchayat, own wholly or in part or conduct or participate in the editing or managing of any news paper or other periodical publication.
