Section 33(b) in The Orissa Narcotic Drugs and Psychotropic Substances Rules, 1989
(b)convey opium or medicine containing opium otherwise that-(i)direct and in custody of a railway official up to the station at which the opium or medicine containing opium should leave the railway, and(ii)according to the route prescribed in such pass.
