Section 8(1) in The Calcutta Metropolitan Planning Area (Use And Development Of Land) Control Act, 1965
(1)Every person desiring to obtain permission referred to in section 7 shall make an application in writing to the Controller in such form and containing such particulars as may be prescribed.
