Section 13(b) in Orissa Administrative Tribunal (Contempt of Courts) Rules, 1998
(b)If the respondent does not admit that he has committed contempt, the Tribunal may -(i)if it is satisfied that there is a prima facie case, proceed to frame the charge in Form No. Ill (subject to modification or addition by the Tribunal at any time); or(ii)drop the proceedings and discharge the respondent, if it is satisfied that there is ho prima facie case, or that it is not expedient to proceed ;
