Section 39(3) in THE COCHIN UNIVERSITY OF SCIENCE AND TECHNOLOGY ACT, 1986
(3)No Statutes affecting the powers or duties of anyauthority or Qfficer of the University shall be considered bythe Syndicate unless the draft of such Statute is referredby theVice-Chancellor to such authority or Officer concerned forexpressing its or his views thereon within such period as maybe specified in the reference or within such further period asthe Vice-Chancellor may allow and views, if any, so expressedduly considered.
