Section 12(1)(b) in The Gujarat Water Supply and Sewerage Board Act, 1978

(b)has acted professionally in relation to any matter on behalf of any person having therein any such share or interest as aforesaid, shall not notwithstanding anything contained in the proviso to Section 5 vote or take part in any proceeding (including any discussion on any resolution or question) of the Board or committee thereof relating to such matter.
