Section 10(2)(i) in The Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Orissa Rules, 1980

(i)Where the Licensing Officer is of the opinion that the licence should not be issued, after affording reasonable opportunity to the applicant to be heard, he may make an order rejecting the application.
