17. Order of speaking on motion.
- When a motion has been moved and seconded, members other than the mover and the seconder may speak on the motion in such order as the President may direct:Provided that the seconder of a motion or of an amendment may, with the permission of the President, confine himself to seconding the motion or amendment, as the case may be, and speak thereon at any subsequent stage of the debate.
