मुलायम सिंह यादव ; अध्यक्ष महोदय, यदि यह सारे का सारा बजिनैस हो जायेगा तो हमारा क्या होगा। हमने नियम १९३ के अंतर्गत नोटिस दिया हुआ है जो राट्रीय स्वयंसेवक संघ पर है । उस पर बहस होनी चाहिये और बहस का कारण भी है। यह केवल गुजरात तक सीमित नहीं है । उत्तर प्रदेश के अंदर भी राष्ट्रीय स्वयंसेवक संघ के कहने पर धार्मिक स्थानों की स्थापना के लिये अनुमति लेने का कानून बनाया जा रहा है.. १२.२५बजे ( इस समय कुंवर सर्वराज सिंह तथा कुछ अन्य माननीय सदस्य अपने-अपने स्थानों पर वापस चले गए) श्री मुलायम सिंह यादव : अध्यक्ष महोदय, यह केवल गुजरात का मामला नहीं है, यह पूरे देश का मामला है। इसलिए इस पर बहस कराइये। इनकी वजह से देश में पूरे अल्पसंख्यक मुसलमान परेशान है। लाखों-लाख मुस्लिम जुलूस निकाल रहे हैं, सम्मेलन कर रहे हैं। …( व्यवधान) धर्मनिरपेक्षता हमारे संविधान का मौलिक अधिकार है। हम अपने धर्म के प्रचार और प्रसार के लिए मंदिर, मस्जिद, गुरुद्वारा या गिरजाघर बनवा सकते हैं। लेकिन इसमें उत्तर प्रदेश की सरकार बाधक बन रही है। इसलिए बहुत सारे लोग राजभवन को घेरे हुए हैं। बिहार की समस्या राष्ट्रीय स्वयं सेवक संघ के कारण खड़ी हुई है चूंकि वहां गवर्नर ने असंवैधानिक काम किया है। सारी हिंसा, आतंकवाद आर.एस.एस. ने किया है । इसलिए हम चाहते हैं कि नियम १९३ के तहत इस पर बहस कराई जाए तथा बहस की तारीख और समय निश्चित किया जाए। यही हमारा कहना है। SHRI YASHWANT SINHA: Then in January 1999, we raised the duty to 20 per cent plus Rs.850 MT.
