Section 28B(ii) in The Rajasthan Subordinate Accounts Service Rules, 1963
(ii)in case a person belonging to Scheduled Caste/Scheduled Tribe is promoted on higher post and posted by the Appointing Authority against a vacancy available in District or Zone or Range or Division, other than a Home District or Zone or Range or Division, he shall be eligible for transfer to his Home District, Zone or Range or Division, only when he has served for a period of not less than five years in the District or Zone or Range or Division, in which he has been posted on promotion to higher post;
