ORDER
Background
1. The RTI Application dated 9.2.12 was filed by the Applicant with the PIO, DDE (North), Delhi seeking information in respect of non=reserved posts of Assistant teachers n Sant Nirankari Girls' Senior Secondary School, against eleven points . The RTI Application was transferred to DDE (NW A) Delhi on 16.2.12 by the PIO , DDE (Norty). On not receiving any reply from any PIO, the Applicant filed his first appeal on 21.3.12 which was disposed off by the FAA on 4.4.12 recording that the matter pertains to an aided school and that hence the appeal does not lie with RDE (North).. Eventually the RTI was transferred to the concerned school on 23.3.12 in response to which the PIO of the school in his letter dated 17.4.12, requested the Applicant to pay Rs 280/ against point 1 while providing information against other points, . The Applicant thereafter filed his second appeal before the Commission seeking the information once again. Decision
2. The Respondent from the school submitted that point wise information was provided to the Appellant on 17.4.12 and that the Appellant was also requested to pay Rs 280/ for the information against point 1 and that the Appellant has not yet paid this amount.
3. The Commission after hearing the Respondent and after taking note of the delay in claiming the additional fees, directs the PIO of the said school to provide the information against point 1 free of cost to the Appellant.
4. The Appellant at this stage sought information against some selected points as discussed below:
Point 1 : The Appellant sought marks obtained by the 2637 candidates who had applied for selection by the school. The Respondents stated that only two candidates out of the 2637 candidates who had applied have been selected and appointed and also that the details being sought about 2637 candidates is voluminous besides being personal in nature. The Commission agrees with the Respondent that information pertaining to the unsuccessful candidates is personal in nature and that no public interest warrants disclosure of this information to the Appellant. The Appellant however may be provided with complete information as sought by him in the RTI application, in respect of the two candidates who have been appointed. Point 2 : Copy of rule indicating the number of times the advertisement has to be placed in newspapers be provided to the Appellant.
Point 4 : Information in respect of verification of certificates of unsuccessful candidates (as explained in point 1, need not be provided. Information about the selected candidates may be furnished.
Point 8 : The Appellant sought the names of the officials who were a part of the selection Committee and their present place of posting.
Information , as available in the records, to be furnished including the names of the officials as sought by the Appellant.
Point 9 : The Appellant sought a copy of recruitment rules. The PIO may provide the copy of recruitment rules to the Appellant.
Point 10 : Copy of the rules and also the copy of minutes of Staff Selection Committee's meeting may be provided to the Appellant.
All information be provided within three weeks of receipt of this order.
5. The appeal is disposed off with the above directions.
