(2)The dealer or manufacturer, who wants to import a firearm or parts of firearms or ammunition shall file an application for grant of a license in Form X at least twenty-one days before the shipment of the firearm or ammunition to India or on good cause shown, such shorter period, as the licensing authority in his opinion deem fit and shall not arrange for the shipment of the firearm or ammunition prior to the issuance of the import license.
